If you want to create a flash animation, try going to http://www.adobe.com to look for flash products. Here is a link to Flash Professional 8, but the price for the software is pretty steep.
If you want to create GIF animations, and if you're a beginner, I would download Paint Shop Pro 8, which comes with an animation program. http://shopping.yahoo.com/p:Jasc%20Paint%20Shop%20Pro%208%20Software:1991254499

I agree....Paint Shop Pro 8 comes with animation shop.
you make your frames in Paint Shop Pro store them and open them up in Animation shop then run them through the animation wizard.
You can get a free trial.
PSP 8 is an older version...they might have 10 or 11 out now.
