There are several kinds of modems. Is it for broadband or dial up? USB or PCI? There is not enough information here to provide much guidance. It is probably a simple thing like take old modem and replace it with new one.
Assuming it is a card, (something that goes inside the computer) it is a simple method of removing the case, pulling out the old card, and putting in the new one. You will be able to tell which one it is by the little telephone line opening that is on the card. Swap it out. Windows will make a good job of finding the card for you when you power your computer back up again. If a CD came with it, there will be a driver on there you will need to use. Try to follow the modem manual the best you can. I hope none of this advice anyone gives you gets you electrocuted!

There is the old card in the back where you will see the telephone wires. install by removing the screws and put the new one in. The computer will pick it up.
Modem for what. If he has anything other than a dial up then you probably need an Ethernet card! Usually for broad band and above
These are really easy to replace and the labor will cost you more than the card.
You do have to unplug the machine and take the case off!

Unplug the computer from the wall. Push the latches on the top and bottom and open the case. Lift the green lever to release the old modem from the PCI slot.
Insert the new modem in another slot (I would not use the same one) and move the metal tab over to cover where the old modem was.
Replace the green lever
Close the case
Reboot.

First, Shut down the computer and unplug the power. Then, you open up the casing. Then unscrew the little screw keeping the modem card in place then give it a good yank to take it out. Then put the new cad you got from dell, and put it in the same slot and use the same screw to mount it down. Then put the casing back on. Plug in the power, and turn it on to see if it works.

Should have a CD supplied with directives on installing. Not hard to do. or call your internet server for tech help.........

Call Dell and have them walk you through it. I call them all the time (as part of my job) they are very helpful.
