The degree of difficulty would be measured by the amount of changes that you do....In most areas any construction that you do over a certain amount requires a permit....and inspections...
depending on the size of the post that are already there will dictate if you will need to do to beef up the supports to carry the additional weight....If you have the proper tools and an idea on paper it is really not that hard....Do you plan to make your own stringers or get percut ones...? Do you know what the required riser is if you plan to cut them yourself...if you do have to get a permit there are several codes that you will have to comply with before you get your inspections...Just as a hint there will be atleast 2 inspections that you will have to do for a permit...footings and framing...then a final if they require one...If you have anymore question on this you can email me aat wood42ras@yahoo.com

Building a lower deck, to be stepped from an existing higher deck, is no more difficult than building a free standing (as opposed to being attached to the house) deck on it's own. If you have basic carpentry skills and general common sense, this is a great DIY project.
As a carpenter, I absolutely love the multiple tiered deck design. Unfortunately, we hardly ever get to build them because of the cost and because you need a significant drop in grade to accomplish it, which most lots don't have.
Me, personally, if I had a deck 3' or more off the ground, and could afford the loss of yard space, I'd definately go for it.

essentially all you would need to do is "add on" to your existing deck. secure your stairs to the posts or something and make sure everything is up to code. as far as codes go I'm not sure but you may want to check on that. I'm not sure if you need to get it inspected or what. I did a similar project but all i did was a deck extension and added a hot tub to mine. fairly simple if you know what you're doing.
