That area is called the goal area. Within that area the goal keeper cannot be charged legally. Also, goal kicks must be taken from within that area. Finally no free kicks awarded to the offensive team can be taken within that area even if the foul was committed inside the goal area. Obviously, that would be indirect free kick violations.
