Probably not without jeopardizing the integrity of the shoe. The sole is designed for that heel height, so if you lower it, the shoe could fall apart more easily, as stress would cause the most pressure to be exerted at a spot not designed for that.

It depends totally on what the sole is made of. Bring down the back portion of your shoe may cause the toe end to curve upwards. If the sole is really soft and bendable it might be done. If not you'll have to get another shoe. Take your shoe to a shoe repair store/shop and he will be able to tell you if it can be done or not. But you are brnging it down 2" so probably not.

A cobbler will probably use a saw to do it.
