The WinXP support pages on the Microsoft website have a nice description of how to use the Transfer Wizard. Read it before you start.

Serial cabling will work, but is much slower than Firewire or USB. Note that you will need special computer connectors on both ends of the cables.

The documentation has nice diagrams of how to set it up.

With the computers off, you can also remove the hard drive from the old computer.
Take it to the new computer
Unplug the wide cable and the power cable from the back of the CD drive in the new computer
Plug the old hard drive in its place
Boot the computer
You will be able to see the old hard drive as another drive (usually D:) on the new computer.
Copy over your files.
Turn off the computer
Return the hard drive back to the old computer
