There are two matches which I believe will vie for this title:
Undertaker vs. Mankind (King of the Ring: HIAC):
Two vicious high points, both wrestlers were severely injured before or during the match (Undertaker had a broken ankle just before the match and look at Foley after the match); strong story delivery, intense action, back and forth drama, high level of violence and blood ... this story had something for everyone.
Shawn Michaels vs. Kurt Angle (WM 21):
Two of the best athletic and technically sound wretlers in the industry ever went toe to toe in this classic that delivered what it promised and then some. Watching either person in a match and you are most likely guaranteed to watch something great. With these two together, we witnessed some beyond phenomenal. They took the industry to the next level at the end of the match. As a bonus, Angle won.

There are plenty of reasons why Savage/Steamboat is the best match ever.
The 32 - 2 counts
The 15 minute match with no slow points
The 93,173 fans watching it.
The fact that the whole world wanted Steamboat to win.
The fact that he did win,
and mostly because you got to see Steamboat do that AWESOME arm drag so many times.
If you weren't going to pick that match however, yes, the Undertaker/Mankind match is awesome, however watching the undertaker purposely cut his forehead made it very cheesy.
In my opinion, the only match that gets that kind of nod is the Snuka/Muraco cage match where Snuka dives off the cage after the match ended. It made wrestling the thing to watch for years, and the only thing that was EVER that shocking was the first Mankind dive.

Shawn Micheals vs Triple H in a hell ia a cell at Bad Blood 2004. This was a 47 minute match and was back and forth. It took Triple H 3 pedigrees to beat Micheals. If you have not seen this match I recommend you do.

Benoit vs Kurt Angle from Raw in a steel cage match is my favorite. Best all time is probably HBK/ Razor Ramon ladder match. Most memorable Taker/ mankind hell in a cell

The Tables, Ladders and Chairs match between The Hardy Boyz and Edge and Christian. That was classic, everyone had so much respect for them. Especially the following Monday night when they shook hands in the ring. Classic!
Or the very first ladder match between Shawn Michaels and Razor Ramone. Another classic!

Mine would be the Triple Threat match between Chris Benoit, HHH, and Shawn Michaels for the world heavyweight title at wrestlemania 20.

That's most certainly my top match, but Mick Foley has had so many. Can't forget his I quit match with The Rock. Hell his match with Edge at this past Wrestlemania was a great one and the only time Mick Foley did not end up in his own thumb tacks.
