beggars can't be chosen... well, that's self-explanatory. beggars aren't chosen per se to become beggars. i mean, if you had a choice, would you be a beggar? don't think so. a person can't go up to a beggar and say, "i chose you to be a beggar". so yeah..
beggars can't be choosey means that because you are a beggar, you don't really have a right to refuse any kind of charity. so you have to accept everything that's given to you. beggars are so poor that they can't pick and choose.
