If a model gets some clothes to wear on I don't know what show, and let's just say those clothes are transparent and the model doesn't want to wear that outfit, can she refuse? Cause I see that most of the people if they see you acting like that (refusing clothes, maybe not just once), will think that you are arrogant, when it's not that way. Maybe it's just a silly opinion of mine, but, I don't know...

I would assume the model could refuse to wear the clothing unless she had signed a contract with the designer of something.

well they can refuse but why? if you are gonna be a model they should know some clothes are like this and its apart of their job.
