By a tracked vehicle I assume you mean a vehicle like a train that runs on a track. The point that travels the fastest is the top of the wheels. The wheels are moving at a velocity that is the combination of the forward velocity of the vehicle and the rotational velocity of the wheel. At the top of the wheel the rotation of the wheel is moving forward, that is, in the same direction as the vehicle. Since both velocities are moving in exactly the same direction this is where their combination would be the greatest.

It all moves at the same speed except that, depending on how its powered, the speed of some engine parts may be the faster than the other parts of the vehicle.
