Most humans are racist to some degree, in that most humans believe that their culture, their ethnicity, their kind, is automatically better than all others.
In our culture, the "privilege" of being the dominant kind falls upon white people. They had the superior weapons, and therefore overwhelmed the rest of us. Indeed, white European racism has infected the entire world. However, I understand that some of the Far East Asian peoples have been pretty effective in the domineering imperialist racist department, too.

All human beings are prejudice. That's normal. And to a certain extent, we couldn't function without being prejudice.
All human beings can be racist. Racism involves hate.
Only those in power can discriminate. And they usually discriminate based on race, culture, class, etc. Schools, police, government etc. discriminates and even oppresses.
If the majority of people who hold these positions are white, then it will seem like most white people are racist.

All humans are racist.
I live in post apartheid South Africa and the apartheid anti black legislation has been replaced with ANC anti-white legislation. The names of the new laws are better than the names of the apartheid laws. We now have transformation, employment equity and land redistribution legislation. Instead of the group areas, separate development acts and the other apartheid laws.
The only advantage is that the new laws are non-constitutional and may be fought on that basis.

I do not think all white people are racists. Every individual, no matter what race or religion, have their ignorant who are always going to hate someone because of they way they look or where they come from, etc.

All humans, sorry to break it to you. Even the races that have been the most racially oppressed are now racist.

Depends where you are from. I find in London that you normally only experience racism when YOU are the minority colour in the area.
From personal experience, I would suggest that all groups have people which are exremely racist

Anyone who believes that one race is supreme, or innately superior to another is racist. It doesn't matter what color they are. It's (racism) a sad pathetic thing embraced by the weak who need to feel better about themselves...
