I take the official precipatation totals for the National Weather Service for our city in my backyard on a daily basis. The guage consists of an aluminun cylinder about as big around as a 2 gallon bucket and is about 18 inches tall. It has three legs that sit on a level concrete block on the ground. It has a measuring stick that measure in one-hundreths of an inch. I guage it everyday whether it rains or not, write it in a log book, and then phone it in to the area NWS office at 8am every single day. I take the official high and low temperatures as well but that's another answer.

Rainfall never falls down several feet at a time, rivers already have tons and tons water in them, so that would explain that part. Rainfall is measured with a tube, sometimes, stuck in the ground with measurements on it to determine how much rain fell.

They put a cylinder in the gorund an dip a stick into it and find the deppth of the water, do this at a few random points and using some statistics, you can find the average rainfall over an area.

it is collected in a glass jar put at a height so that it is not effected by cars or trees. Then the water is poured into a messuring tube through a funnel and the height of water present is the measurement.

It is a object called a rain gauge. You put it outside and when it rains it counts how much rain fell. When it's done raining you go outside and see how much rain fell.
