Can you then answer why Iraq, and not the USA or Russia or Israel (that have all, outright, refused to comply with similar UN signed treaties), was targeted?

USA and Russia signed the treaty.Only Israel refused and still refuses to sign.'Cos US said Saddam Hussein is hiding the WMD(weapons that weren't found not even today)and that he represent a danger for the entire world.
