The answer is the amount of photosensitive cells in the eye, a cat has more of them. the ability to see in the dark is also adusted by the eye. the pupil will open more to let more light in to help us see in the dark. i am pretty sure that happens faster in cats, so when we're in a brightly lit room and turn off all the lights it takes us up to a minute for our eyes to adjust to the reduced light. whereas for a cat the eye reacts quicker.

What is actualy "to see" ?
For human we understand the presence of different objects arround us by sensing the VISIBLE light only reflected from other objects. Our visibility of light varries from Red to Violet. Our eyes can not understand below RED or above VIOLET. Therefore when light of this range is not available we can not see.
Bat uses high frequency sound wave to SEE objects. They don't need visible light as per human definition and so can see during total darkness too.

Vision is catching of the light rays reflected by objects. Although light rays continue to fall but our eye can catch light rays only between a certain band-width. Cats and dogs can catch higher or lower bandwiths than we can. It's just like that we can not hear ultrasonic sounds.

There are two receptor cells in your eyes. Rods and cones. Cones are for seeing during the day, rods are for night. Believe it or not rods actually see in more detail, given the same light input. But they are only active in low light conditions and can only discern gray-scale. Cones can see color, and are what we use for day vision, which appears more clear.
