I think it means "The collection of dried leaves and placing the in a jar containing water". So, there for a 'Phaolcowaddller' is a person who does the collecting, enthusiasts are called 'Phaolcowaddllists' and the act of being enthusiastic about it is called 'Phaolcowaddllism'

Well it immediately conjures up a picture of a Greek temple with a rather sheepish raptor type bird walking on the hot stones.

The spelling is not right or familiar somehow, though. Maybe we need it to be said rather than written?
