Go into My Computer right click the drive and hit format. If you want to format an Hard Drive that has your O/S use a boot disk and at command prompt type fdisk. After that follow the on screen instructions or at command prompt type format C: where C is your hardrive. It could be D, E, F but usally C

Put the disk in your floppy drive
Open My Computer and look for the icon for the a: floppy drive
Right click on the icon and select format from the menu

If you're talking about your hard drive, then go to the dos prompt, and type in c:/format. It should notify that you will be wiping out all data and do you wish to continue.
