If you're connecting the CD to the same cable as the hard drive then you need to read the manual and set the jumpers to the slave position. If not, then set it to master (probably set to this by default).

Jumpers!
But first - is this a laptop? if so, this won't work.
IDE connections used in oldish desktop PCs use master and slave to control what goes on. On any one IDE cable, you have to choose the master and the slave. You can't have two masters or two slaves - you must have one of each. There are two ways:
(1) Cable select - the master goes into the end of the cable and the slave goes into the connector just part way up from there. For this, you must set the jumper on the back of each drive to "cable select" or "CS".
(2) Jumper select - the master is set as "master" or "MA" on its jumper, and the slave is set to "slave" or "SL" on its jumper. I would still plug them in the same way round as in (1) above, but I don't know if this is necessary.
There is normally a little picture printed on each drive showing you how to set the jumpers correctly for each variation. Don't do this in a room with a thick, dark carpet - if you lose a jumper you will never see it again unless it pops up in your Dyson.
Most PCs have two separate IDE ports. If your drives are each on one port on their own, then set both to master, they will be fine.
Then, reboot computer, "hit DEL to enter setup" or whatever it says, and check that the computer has recognised the drives correctly.

make the faster the master and the other the slave, best way is to set the jumpers on CS on both, and then connect them to the cable with the rw at the end and teh cdrom in the middle

ok if you wana set to secondary slave on the same cable that ur cdrom drive is on make sure that the jumpers on the back of the one ur adding are set to SL make sure first that ur cd-rom is on the secondary IDe port and ur hd is set as the primary ide port and yah oh and if you dont want ur pcto freeze make it on the jumper of ur cd-rom drive is the juper is set as CS so its set auto maticly to the best one and it prevents ur pc from freezing and yah isnt it amazing how much a 14 y/o knows lol? im seriouse im only 14

Master switch in the back of the drive is the main cd drive. the slave is the secondary drive. if you have two drives set up, set the one that you want as your main drive as master. set the other up as slave. do not set both up as slave slave or master master. it won't work out that way.

There should be a little black clip in the back of it that is cover two little copper pins. There should also be a couple other pairs of copper pins back ther two. And next to where the pins are there should be writing of some sort telling you which two pins you need to slide the black clip on to to change it from master to slave and vice versa.
