I have no idea what ottos are, but here's some info on Pencil Fish:

I'm not too familiar with the pencil fish, but otocinclus are really cool little guys. They are a very small algae eater (only getting around two inches). They're very peaceful and should be kept with calm community fish. They enjoy having "buddies" of their own species, just make sure you give them plenty of food (algae wafers, romaine lettuce, zuchinni). They are also pretty particular about their water quality. The pH should be neutral with no ammonia or nitrites and very low nitrate levels. Frequent water changes are important for these guys.
As with most bottom feeders, there should be plenty of cover (hiding places) for them on the bottom of the tank. It's also reccommended that algae eaters have driftwood in the aquarium - it helps keep their digestive tracks in good working order.

Ottos are very delicate algae eater(there is a huge chance that they'll die on you without pristine water conditions and even then it's possible. They typically grow to about two inches. They are also schooling so try to get a group
Pencilfish vary greatly, but in general they are again very delicate, schooling fish. I would not reccomend them unless you have a lot of experience.
