Check this site for the Dept of Housing and Community Renewal, new York State. They have several options for low-income housing (if you qualify) Also check with craigslist for Buffalo. Good luck.

be careful what section of the city you go to......there are good and bad neighborhoods all over the city. Allentown will be very expensive, but it is very, very nice......
