Get him the kind of sippy cup that leaks (doesn't require sucking), so the liquid will come out when he tips it. Show him how to use it properly: holding it upright, tipping it, setting it down on a flat surface, etc. He should do this under supervision, to avoid mess.
If you want him to have a cup that doesn't leak and that he can crawl around with and leave laying on the floor with his toys, then you should just keep him on the bottle.
RE: Additional Details...If you want your son to learn to drink from a cup, you have to give up on the one that holds the liquid in. You have to work with your own child's personality and capabilities and your child is not responding to the cup that requires sucking, at this time.
If you hold the cup (without the lid) up to his lips and help him drink that way, he will learn that it has liquid and MAYBE, he will be motivated to use sucking with the lid on in the future.

Buy him a cup with handles on the sides of it. Also, if you buy the kind of cup that has a stopper (Gerber) take the stopper out, and put just a teeny bit of formula/breastmilk/juice in the cup. When he takes it in his hands, help him tilt his head back and the drink will run into this mouth. Eventually, he'll get the picture that he has to turn the cup back and suck on it to get a drink. It worked for both of my boys.

Place him in a hot car with the windows rolled up. Put the cup within easy reach. Watch him for an hour. If he doesn't figure it out by then, he doesn't have the brains yet and YOU will sadly still have to provide for his needs.
But he'll never, never be a Marine. "Sippy" cup sounds too much like "sissy" cup.

I worked at a child care center in the infant room (6wks to 18mos). To help the child realize that they are supposed to suck at the cup to drink, we would use water in the cup and remove the rubber piece (or plastic piece) that makes it spill proof so the water poured out. Doing that a few times the child would then realize its not a toy and will drink.

Just keep giving him the cup, he'll figure it out. He has to chew on it first to learn...
I have 5 kids and went from nursing to cup, never bottles.

Use a straw. Stick the end of the straw in the desired beverage and put your finger over the other end so you can pull the straw out of the beverage and still have it in the straw and put the straw in your son's mouth and let your finger go off the other end. That's how I did it with my son.

Try drinking out of it yourself and than handing it to the child.
Don't use a straw they are so bad for thier stomachs, teeth and gums!
