As a former goalie, I can authoritatively say no keeper can ever boast of being the best at penalties...the luckiest maybe but never the best. But to answer ur question, I think unlike in most American sports...soccer stats are really not that detailed so it may be hard finding complete stats of a goalies penalty save attempts, maybe in a WC or a league competition but it will be difficult getting complete career stats.

Probably Oliver Kahn even tho he doesnt start right now ( and i cant see why not?)
yeah , he has long gorilla arms which will save the ball even if he dives the wrong way. lol

I don't think that anyone is necessarily best, to be honest I just think it is down to the atmosphere on the day.f
