Early morning, this way the under portion nearer the roots will still be wet by the end of the day but the surface will appear to be dry by nightfall.
The top portion of the soil be dry helps prevent bug and insect problems such as snails. Also if you evenings run cool and you water in the evenings the dampness could cause molds and other types of fungus and diseases to begin.

Early morning, or evening. You want the jplant to be able to drink the water.
If you water in the afternoon, you run the risk of the sun and mid day heat drying out everything before it reaches the plant.

In the very early morning or at dusk, the same as those outdoors. You want to avoid the middle of day when heat through the windows could scald the wet leaves.

It does not matter if they are indoors. Outdoors is another story all together.
