This is a buddhist prayer tree.
People write prayers on slips of paper and tie it to the tree.

That's the infamous paper shredder tree...

those are prayers tied to the tree...It's scientific name is not Buddhist Prayer tree
My best bet is it's a member of the Ficus family (many Ficus are revered in Asia) and there are a zillion species of Ficus.....
But still just a guess..most Ficus live in warm climate; but like i said there are many species

I dont know what kind of tree it is, but those are pieces of paper or plastic tied to the empty branches. This is fairly commonly done in Chinese and Japanese gardens.

No, but you are probably liking it because it is all snowy looking. It may not be as pretty once it is thawed. Seems to be in front of a Japanese structure. Hard to tell with all the ice...
