Most CD drives have a small hole in the front where you can insert a small rod to release the CD tray. Of course that is no real help except to recover the CD from the burner. You can check the power supply connector on the CD burner or at least check if there is a activity light on the drive wheen booting. You should be able to replace the CD burner for less tha $50 bucks if you do your own work or $80 if you have a local computer shop do it.

If you have rebooted the machine and still cannot open the device, the device has likely failed and needs replacement. If you have a CD stuck inside, there is usually a small hole in the front that you can take an unfolded paper clip and push into the hole to eject the tray enough to pull open.

There should be a little hole in the front of the CD Burner. Unravel a paperclip and stick it in. That should force the drawer open.

Use a straighened out Paper Clip, and insert it into the tiny hole in the front. This will cause your CD drive to open. Push carefully.
Then try using the button to close, then open again. If this fails, try restarting the computer (again).

check your power cable, try to open it from command in my computer, click on cd, eject. If thos do not work then it is bad, you can open it with a straightned paperclip, there is a little hole on the fron, push the paperclip in and the drawer will open
