There are models of the universe which say that the universe is a giant quantum computer which is constantly computing itself.

Each particle carries state and hence information. Each particle interaction causes state changes between the interacting particles and hence transfers information.

So, yes, in a way, there is communcation going on. Whether it is symbolic like human and computer languages or not is another question.

I guess the current definitive answer would be, Yes, No, Maybe.

Yes. As it turns out, subatomic particles speak to eachother in a form of Swahili Sign Language (SSL). It's very quiet (being sign language), and therefore very hard to hear. Scientists only recently discovered the language, and are working hard to catalogue the dialects of the different elements. They would be decoding the language, but as it turns out, subatomic particles don't really have anything interesting to say. They mostly gossip about celebrity divorces, and tell blonde jokes all day.

If there is one I would love to discover it. Then I would use the language to communicate at extremely high speeds like the particles might. I don't think humans are intelligent enough to discover this language, but might someday invent a computer that could learn this language.
