I don't know of any websites but one method you can try if you have a specific person in mind is creating a second screen name (that they do not know) and see if they are online and visible to the other screen name. This method is not guaranteed though, if they only allow people on their buddy list to see them then it will not work.

make a new screen name
and put them on your buddy list
If yuo have AIM plus the sign on to both of them at the same time
If their are shown as online on one and offline on the other, then they blocked you
if you don't have plus then just sign on to the new one, if you see them as signed on on your buddylist then quickly sign off the new one and sign on to the screen name you think they blocked
If they are showed as offline, then they have blocked you

Sign into a name they dont know and see if they show up. if they do then your blocked.

you'll have to create a new sn and if you're using aol aim. put them on your buddy list and if their names shows up on your new sn but not your old one, they are blocking you. not sure about yahoo though

If they never respond to you it is a good bet they are blocking you. Besides that you can't tell.

if you have two screen names then they block one of them then you look at your other sn and their on then they blocked you. but if you have one then no way of telling
