No, the best time to get pregnant is when you are ovulating. (Although you CAN get pregnant while on your period!)There are kits to tell when you are ovulating! And you don't necessarily ovulate 12-14 days from the time of your period!

It is actually the best time NOT to get pregnant, as you are shedding the lining of your uterus and not ovulating. If you are trying to get pregnant, you can purchase ovulation prediction tests at a local drugstore (usually next to the pregnancy tests) or you can go to www.webmd.com, as they have a great sub-site for baby planning. usually about 2 weeks before/after your menstrual cycle is when most women ovulate, and you have about a 3 day window during that time when it is optimal to try to conceive.

it all depends on when your luteal phase of your cycle is. that is when you are the most fertile and can get pregnant.
Luteal Phase
The third phase of the menstrual cycle. Ovulation has occurred, and the corpus luteum produces progesterone primarily to maintain the thickness of the endometrium lining in the uterus in the event that fertilization has occurred. If fertilization has not occurred, progesterone production stops and the endometrium lining is shed during menstruation.
