Well, you ask for the best but you don't want one that is scary so a bit of a catch-22 you got going there. I will suggest 10 that go from scary to campy. None of these scare me now (5-10 never did) but (1-5) did when I was younger.
1)Nightmare on Elm Street (Watch it alone late at night with lots of space behind you.)
2)The Evil Dead (Also good to watch by yourself late at night.)
3)April Fools Day (Excellent Horror/Date movie.)
4)The Hitcher (I credit this movie for putting a pretty big dent into the hitchiker population. Not many got rides after this fine flick.)
5)Friday the 13th (The best of the series.)
6)Duel (A Stephen Spielberg film from 1971 about road rage, a good place to start for scary but not too scary. I actually laugh out loud when watching this because I'm cheering for the bad guy most of the movie just to shut Dennis Weaver up, lol.)
7)Sleepaway Camp (A summer camp bloodfest.)
8)Basket Case (Goofy and creepy at the same time.)
9)Return of the Living Dead Part 2 (Good Zombie fun in this one.)
10)Redneck Zombies (A hilarious zombie movie shot by a group of college students on video with very graphic special effects that are surprisingly good for the 80's.)

Go with "Carrie" a Stephen King horror classic starring the talented Sissy Spacek in the title role.
The horror elements are pretty gory but not so that you'd have nightmares, lol. You'd probably feel more for the way the character (Carrie) is mistreated.
Another good choice is M. Night Shyamalan's, "The Sixth Sense" with Haley Joel Osment - one of the better horror movies. It was cleverly done.

Watch an old one if you don't want too scary, like the original Dracula or Frankenstein. But if you want to watch a good one that will make you jump try The Grudge, or try Dark Water is cool,and not too scary ,so try that one first.

Jaws was recently voted the best horror movie of all time - its a terrific movie, and one worth watching.
I think Poltergeist is a fun movie that isn't extremely scary.
The Shining is a terrific movie, but not horribly scary
Exorcist is more funny then frightening these days.
Oh - watch Mel Brooks Young Frankenstein - you'll have a blast

Those answers are really good. And I do agree with some of them. But "I" would suggest the Bone Collector as a 1st horror movie to watch. It might or might not give you the strength to watch other horror films. Good Luck!!!

Go back to the 50's and 60's and you'll see some damn good horror movies. Just do a search and you'll find them. One of my favorites is Them and The Thing from Outer Space.

Star-Eddie Murphy.
Scarier-Try Ju On(Japanese horror movie and now there's new adaptation to English version play by Sarah Michelle Gellar-Grudge).
