Call your local humane society right away and if that dose not work help the dog to get free yourself if it is on a leach unhook it and if it is in a fence open the gate or dig a hole to let it free because it would be better off free then being starved or abused and that will draw more attention to the dog so the dog can get help!

Take pictures and document all the abuse you see. Call the police department and animal control in your area. They should help, if not contact the local news...they might help. Since Katrina the news likes doing stories on things like that to help end the abuse.
If all else fails, I would take the dog and find it a home...just don't keep it at your place arrange for it to stay at a friend's or family. Of course, don't let them catch you doing it or you will end up in trouble.

Your community should have an Animal Protection Officer or agency in addition to the SPCA. They are responsible for investigating reports of animal cruelty and abuse. It sounds like a phone call would be in order so that you can communicate the urgency of the situation.

Try calling an animal hospital or veternarian -- they may have connections that can get that animal the help he/she needs. You could also try contacting the police. They may help if they can -- or atleast point you in the right direction. Animal cruelty is a crime. Call the dog pound, they may help you...

It seems like you've done all in your power to help this dog. Dogs have feelings too. After finding no other choice, why not consider owning the dog...buy it from them, perhaps.

If it was me i would go steal the dog in the middle of the night and put it in your house, our go to the cops they can do something! good luck
