Here's a pattern for a Moebius scarf.

You actually cannot make a material representation of a moebius strip in three dimensions. The paper twist you describe is an approximation based on the idea that if you follow one side of the strip all the way around, you wind up on the other side of the strip. But obviously there are still two sides. A true moebius is a mathematical equation.

A Moebius strip is a strip of something that has only one side and one edge. It is made by cutting a rectangle of paper or cloth and turning one of the short ends 180 degrees and attaching it to the other end.

It became a knitting fad quite a while ago, though I have not seen one in quite a while.
