I'm a beginner, but want to set up a website so friends and family can see photos, etc?

register a domain name, search around they can vary a lot in price, and check with your ISP internet service provider, the company you have your internet account with, in most cases you get web space free from them but they don't tell you unless you ask, I suppose it's already priced in to your account but they do tend to hide it.
if that is the case then you are well on the way to haveing your own site online,
use frontpage express or similar application to create your own web site,
make a new folder and save the files (web pages) you create into it. the first should always be saved as index, which is the homepage of your site.
with links from each page to every other page.
then upload the finished files using FTP your internet service provider will give you the address of the home space you use with them, upload it to there.
submit your site to lots and lots of search engines,spiders, directories etc, there is lots of free software which will submit to hundreds for you.

Use Google Page Creator ... very easy to use. Smiddy's Great Grandmother Smiddy had a webpage up in like 10 minutes. It's just that simple.

I like geocities(http://geocities.yahoo.com/) but there are lots of websites out there. But if you want to post pictures and stuff I recomend flickr(http://www.flickr.com/).
