Unfortunately, the fish oils have been spread throughout the microwave, and will be very difficult to remove. Cleaning the surfaces that you can reach will not get rid of the smell. (But I guess you already figured that one out.)
I would boil some lemon water in there for at least 15 - 20 minutes. Go heavy on the fresh lemon juice, and be careful to not let all of the liquid evaporate. Lemon juice should cut through the fish oils and get rid of the smell.
Then, post a note on the microwave asking people not to cook fish in it. Fish out of a microwave tastes terrible anyway. If you've never tried it, DON'T!

Mix warm water with a little Bicarbonate of Soda. Place in a microwavable bowl, then 'cook' for say 3-5 mins. Leave the water to cool. Remove and you should have an odour free microwave!

Put about 1/2 cup each vinegar and water in a coffee mug and set the timer for about 6 minutes. That will make it smell like vinegar but leave the door open for an hour or so & the odor will dissapate.

Mix water with baking soda and cook it in the microwave for a few minutes. Wipe down when done.

Wipe out with lemon juice or bleach, then put a box of baking soda in it and leave it there overnight. Do not run microwave with this inside of it!!!! This should take the odor away.

Put a cup of water in there with baking soda in it and let it 'cook' for a couple of minutes. It should help.

Clean it with a wet sponge and baking soda,, scrubbing it as you would with regular cleanser. Rinse it well and wipe it dry.

WIPE IT DOWN WITH BAKING SODA OF COURSE IT WILL BE MESSY BUT IT WILL GET RID OF THE SMELL AND YOU WILL HAVE TO REWASH AFTER THE BAKING SODA
