All you have to do is take your icon into Photoshop or PSP, and resize it to 50x50. Save it as a JPEG or a GIF, and it should meet the 15KB restriction with no problems if it's not animated.

If you have photoshop, all you have to do is click "image", "image size", and change the pixels to 50x50. (px stands for pixels, which means the size of you picture). if not, just put it on paint or something like that and pull the corner of the picture in a bit to make it smaller. smaller than 15 KB means it cant take up more memory than that, all i can say for that is just see if you picture works and if not...change your icon.
