Jean-Luc Picard, as portrayed by Patrick Stewart. The latter part is significant since much of what I know about the character I got from watching the TV series and the movies after it. I haven't read enough books (which tends to describe the characters inconsistently anyway due to differing viewpoints of the authors).
With that in mind, Jean-Luc is the most experienced, thoughtful, and intelligent of the group. Kirk and Archer have youth and luck working for them. Sisko would be the runner-up only because he succumbs to impulsive tendencies too easily. Janeway has been inconsistent throughout the series, perhaps illustrating the different pressures and expectations people had from a female. Unfortunately the sociological flaws of the 20th century impacted the rendering of a 24th century woman.
