Not sure what your problem is -- if it's connected to the same network as your PC, you just telnet to it, assuming you know the IP address. What kind of error are you getting when you try to telnet? Does it time out? Say no route to destination? Can you ping it (ping from the command prompt)? Does your computer have an ARP entry for it (arp -a from the command prompt)? It's possible your network is misconfigured; check the net mask and default route (gateway) on your PC (ipconfig from the command prompt). If you can do these things, add additional details with the results.

If the router's not sufficiently configured to have a working IP address, you will need to connect to its serial console. Depending on the model of the router, its console may be an RJ-45 connection or a DB-9 connection (likely the former). You will need to connect it to a serial port on your PC, which is likely DB-9, so you'll need an adapter. If you do not have a serial adapter on your machine, you'll need to get a USB to serial adapter. The speed is either 9600,8,n,1 or 38400,8,n,1. Good luck.

You simply telnet to the router's IP address. If you are having trouble then it is possible that the router is not conigured to support telnet. You must have a password configured before it will work.

Cisco Router to Switch, Switch to Patch Panel, Patch Panel to Computer...?? Not exactly sure what you are trying to do.
