it's about guinea pigs, but it tells you how to clean a cage, which is basically the same for all rodents/small mammals. click on the links.
it tells you to use a mixture of vinegar and water, what parts i'm not sure but it says it on the website.
you can use a small amount of bleach, but this isn't necessary and you have to let it dry COMPLETELY before putting the chinchilla back in. exact measurements on the website.

Your best bet to clean the cage and keep your chinchilla happy is vinegar. It's non-corrosive, the odor fades quickly, and it will not make your pet ill like chemical cleaners will. I use it to clean my rabbit pen. She's fat, sassy and very healthy.

With any animal, I suggest just plain old soap and water. Any other chemical can harm or cause a reaction. Just use a mild dish detergent and RINSE WELL!!!!
