I don't know about Barney, but Tinkt-Winky likes to wear a tutu, and he carries a red handbag.
Dispy, on the other hand, refuses to wear the skirt.
This indicates that Tinky-Winky's behavior is not supposed to be the standard for all the Teletubbies.
It is highly possible that Tinky-Winky is supposed to be gay.

Teletubbies are sooo gay. My little sister used to watch that show and I just couldn't stand it. I don't know about Barney
