Yes, you had better go websites which is held by volunteer people in Japan. The problem is many of those page seems to be written in local language(Japanese) only. but many be you can e-mail them in English language.

Web sites by private NPO in Japan

Here is the gov web site for adoption of throwing away pets (cats and dogs only)
http://www.jawn.jp/search_index2.html
(Japanese language only)

The site is operated by Japanese gov. but currently on the home page, they note that they can't give dogs and cat to the persons who are not living the local area, where the dog or cats were caught. So in sort you have to find another website ,,,now I realized...

note:
In Japan some unfortunate cats, and many dogs which go out during day time not accompanied by their owners ,or which owned by nobody are caught by the catchers of the public health centers in their area.
When the owner of dogs and cats didn't come to fetch their pets within a week, perhaps between 2 to7 days, those dogs and cats are considered as throwing away pets, and were killed immediately. However, just from this year, 2006, Ministry of the Environment starts importing a new system to found new owners of throwing away dogs and cats. Under the new system, lucky throwing away dogs and cats would be adopted by foster parents via the database on following website http://www.jawn.jp/search_index2.html

♡Here's what I found out:
This site says you can get a pet at the 'Public Health Centers in Japan'. It includes a list of centers, so find the one nearest you and give them a call first. (Site list in Japanese only.)
http://www.roy.hi-ho.ne.jp/borachan/animalsinHCe.htm

Also, you can try the 'Foster-owner System'
"All animal care centers provide the foster-owner system. Foster-owners could take care of abandoned dogs and cats that are brought to the centers. It is necessary to take classes at the centers to register as a foster-owner. For further information, contact each animal care center."
This is stated on the 'Hiroshima Animal Care Center' site.

Sorry I couldn't find more info but I hope this helps! Good luck!♡
