I checked the Salina County Code online and found no mention of pepper spray:

I checked the Salina municipal code online (I realize this isn't the same as Saline County but figured I'd check the city too) and there was no mention of pepper spray, mace or any other normally nonlethal weapons.

I dislike pepper spray. I think it's a half-measure, cops should be given full permission to fire if threatened/assaulted. I think if you attack a cop, you should get 5 years added to whatever you had coming anyway, support your local police dept., make sure they have the training, equipment, funding, and oversight they need to be effective....join your local Neighborhood Watch, too, that's a great program.
