boys or men, cos i think you are under marriage/divorce section?

wow that isn't a stereo type or anything...Sounds like maybe your friend has found some boys that are dumb, maybe she should look a little harder. Better yet she should probably define dumb so that when she goes out looking next she knows what not to look for. That or maybe she should swing the other way, then again she might think some girls are dumb as well.

The question assumes that boys are dumb and requests the answer of why.
I would suggest that the assumption that boys are dumb in the first place is incorrect.
Albert Einstein was a boy and was, in fact, a genius.

This could be due to the fact that girls mature faster than boys during the childhood years. As such, teenage girls tend to find boys of the same age less mature when they are growing up together and this perception stays even though the boys eventually catch up in the late teens.

Actually there is a good medical reason! I know this one!
When boys are in utero (womb), around the fifth or sixth month, their brains undergo a testosterone bath which causes some shortcircuiting and partially seperates the two lobes.
It's the pre-birth lobotomy!
And God made it this way so we would take pity on the poor things and take care of them, so they wouldn't die off.

Usually, the dumb boys most girls discover are the ones who are actively trying to get to know them.... thus, she's only seeing the more socially advanced. Have her look at the boys who ignore her or are scared to death of her. Then, she'll find the smart boys.

Because from about 11/12years of age until 25/26 years of age their brain is preoccupied with SEX!
& therefore there's not much room for anything else.
