Bush has pulled the U.S. out of a few international treaties, like the Kyoto Accord.
He's for more oil drilling, less fuel efficient vehicles. In other words, if oil companies sell more gas, Texas will like him better.
And he is a Texan.
By increasing the emmission standards could mean going hybrid, alternative fuels like E-85, fuel cell technology, etc. And if America adapted to an alternative, then this could hurt the oil companies profits.
As things are being done now, people are being kept dependent on oil.

You need to know the difference between Democrats & Republicans. Republicans favor the rich and big business. So anything he does to increase emission standards will cost businesses.
And big business has a huge lobby in DC.

Republicans are of the view that regulation harms business and hurts profitability, but as Al Gore argued in his recent movie "An Inconvenient Truth," he pointed out that high Japanese mileage requirements have actually made companies like Toyota and Honda more globally competitive than GM and Ford. Japanese companies have made strong market share gains in recent years at the expense of American manufacturers. Gore also pointed out that we can't sell our own cars in China because we don't meet their emissions requirements. That's pretty sad.

increasing would create more pollution....decreasing might be what you're trying to ask.....and they did a little bit over the last few years, but more could definitely be done....an oil man like bush can't double cross too many of his oil-business friends....which brings me to my next point: I HATE SPECIAL INTEREST GROUPS, specifically, LOBBYISTS!!!!
