No. The penalties for tie breaker are in the next round. Penalties are not used in the group stages to break a draw. Hence, in the group stages you can get a win, loss, or draw.

No The game end in a tie and they are both out of the next round but a win by Angola and they might sneak through on Goal differential over Mexico since they just Lost....

Nah, the game will end after regular time. There will only be penalty shots in knockout phase should the game be tied after extra time. In the group stages, there does not need to be a clear winner after every game since they play 3 games and determine who moves on based on pts from games (3 for win, 1 for tie).
