Its half dead...
turn it around to get more sun. you might have to take part cut it in half because it its sick, you don't want it to infect the other side. take it to your local nursery, they'll give you advice for free mostly.

Is it potted or outside. Sounds like it needs light.

the root system maybe damaged on that side, or too much, too little sun for that side.
