I have been told it was under the Caliphate of Cordoba but (if this is true) which one?

I will keep searching but as far as I can tell there is no such official declaration by a Human. Islam has no central governing body other than the Creator.

This being said there are a few points that should be mentioned.
The word Qur'an means the book that is supposed to be read. Unlike the collection of books called the Bible and all of its versions, the Qur'an refers to itself as the Qur'an. The first chapter of the Qur'an is the Qua'an compressed, the remainder is a commentary of this chapter. In the 2nd chapter the Cow challenges the reader, explaining that it is a perfect book in which there is no doubt and it is a guidance for the righteous who believe in the unseen, observe prayer, those who give from what the God has bestowed, and believe in that revealed before and foretold.Towards the end of this chapter there is a verse that there is No Compulsion in Religion. This is the longest chapter it further expounds on the attributes of the God described in the 1st chapter, and that the Human has resposibility because he is the Deputy of the Creator. The responsibility is to follow the guidance, help those in need, take care of the planet, exercise moderation. in other chapters the Qur'an tells you to use you discernment because while some verses are direct and clear, others require some thought per individual situation. The attribute of the God's Mercy is mentioned more than any other attribute. The name of prophet Muhammad is mentioned only 4 times, prophet Jesus 28 times, Prophets Abraham, Moses, John the baptist, Joeseph, Shuriab and a few others which according to some sources may be prophets like Krishna, and Buddah only with different name references are all mentioned more than Muhammad. The Qur'an insist that we speak of what is common to us in matters of belief and that prophets are not ranked. It also tells us to follow the religion of Abraham the upright who often turned to the God for guidance and that All religions are Islam in the imperfect form, Islam was intended from the beginning, the perfected explanation is given in the Qur'an.

The God is described as Unique, One, with no biological progeny, and shares the power with no one. There is no god but The God. The God is Desribed as Indescribable, Lord of All the Worlds, Master of the Day of Judgement ,Incomprehensible,
in short Almighty.

It also tells us there is a personal Qur'an in each Human. I have read many text of different belief systems. No Holy Book that I know of tells us that cannabalism is wrong including the Qur'an. Yet most of us inheirently know that it is wrong, perhaps by virtue of of this internal book. Reason, rationale, common sense, and logic are encouraged. We have a grim mission with great purpose. Scholars Sale and Pickthall held it in high regard.
