No, a right - generally speaking (such as to buy a car) does not require a license or permit. A license or permit signifies that the issuing power considers it a privilege (e.g. a driver's license: driving is not a right, but a privilege).

A license is needed to prove that you are capable of doing something. And doing it to a safe standard so you doing injure your self or other people. like for a car, plane, owning a gun, building a house.

And thank God for drivers licenses, or more idiots who can't spell "privilege" might be lose on our roads.
Where do you live that you need a license to get on a bus? What happens if you die without a "license"? Will you be arrested?

Sadly, most answers above are mere speculation, opinion, or both. Not one person has provided any legal basis in their response. Start with the definition of "license": a permission granted by competent authority to engage in a business or occupation or in an activity otherwise unlawful.
I ask you...is it unlawful to marry or to travel from one location to another on a public roadway?
Most people do not realize that when they sign a document to receive a "driver's license", they are actually relinquishing their "right to travel" and accepting a "privilege" from the state while also agreeing to follow all state vehicle signs, regulations and statutes or be fined accordingly, if abused. You...yes, everyone of you agreed to this...unknowingly, because you failed to actually read the "contract" you signed. Yes, a contract between you and the state where you got married or received a driver's license. The state failed to disclose that you were actually giving up your "common law" right to travel or marry once you signed for their license (permission).

Driving, driver, vehicle, operate, operator, and motor vehicle are commercial terms! Why? Because they are specifically defined within the motor vehicle regulations. Once a word is defined within a regulation or statute, it no longer has the common definition or understanding, but only that which the new definition gives it.
Ex. NYS motor vehicle regs defines "driver" as "The term driver is the same as operator and chauffeur as driver's license is the same as operator's and chauffeur's license." Operators and chauffeurs are paid a fee to transport people or materials in a commercial capacity, so to say that a driver is the same as the other two implies that a driver is also a commercial term. You see, the motor vehicle regulations were put into place to regulate "commercial" traffic on the "public" roadways. States have the authority to regulate and control commercial operations, not private. One must gain permission to use the public roadways for personal gain, i.e., transport merchandise or people for a fee.

Keep in mind people that there are plenty of "crazy" people driving the roadways with a little plastic "license" in their wallets/purses. These cards and the requirements in place to acquire them, in no way, create more responsible or safer drivers. Licenses are a means to create revenue...nothing more! Your federal and state governments rely on ignorance and laziness. Yes sir, they realize that most Americans have no clue what their inalienable rights even are let alone how to assert and protect them. Most Americans pay "federal income" taxes because they are ignorant of the fact that this very tax is an INDIRECT tax also known as an EXCISE tax wherein one must first perform or engage in a federally connected "privileged" activity in order to become liable for the tax. Working for a living is a RIGHT protected by the U.S. Constitution and cannot be turned into a privilege. This is NOT taught in our public schools which is by design. "They" do not want the people to know what their rights really are and if they don't know...they won't assert...and if they don't assert...then "they" can control them through fear, deception, and deceit...under the ruse of security and the betterment of society. (refer back to Ben Franklin's quote)
Learn to question authority!
Learn to seek out the truth, not accept the lies being shoved down your throats!
Learn to stand up for your rights!
Heck...learn what your rights are then have the backbone to assert them!
