As society progresses, everybody in the US seems to think that their national leader is worse and worse. I'm not sure if it's a throwback to the "good ole' days" when "things were better" or if it's just growing frustration with the state of the world. Is GW Bush better or worse than other presidents, is he faced with tougher issues, or does he just have to clean up the messes of the dozens of guys that came before him?
That said, I think the answer is definitely Bush.

I really hate to say this, because I like this guy. But, I think Jimmy Carter lacks the most intelligence. I guess he is most renowned for giving away the Panama Canal, and not being able to handle the Iran hostage crises (solved within 30 minutes of Reagan's inauguration). Jimmy Carter has always appeared to be good man to me. He just never seemed like he was very smart while he was in office.
