Start by using you imagination. Have a look aound you and see what you have. Sculpture can be made with anything - rubbish, junk. food, clothes, newspaper, anything from the garden, wire hangers and glue, paint (spray paints good) it goes on. Just go mad and see what you come up with. If you want to learn more technical skills then enroll on a course. It's also a good idea to visit museums, sculpture parks etc to get some inspiration.

I found the best way was to attend classes at the local college, there you will learn the basic skills and be able to see how other people work and tutors in colleges are professionals in their chosen field: this is also the best way of accessing the diverse materials that can be used without it costing the earth: as with most new skills, once you know how to handle the subject you will be able to use that knowledge to develop your own style: in a surprisingly short time you will discover which material you find the most pleasure in using and you may then if you wish concentrate on using that, again with the help of a qualified person.

In High School we had some classes where half plaster and half earth (screened of sifted) were mixed with water so a soupy mixture and placed in waxed milk cartons. Within a day the mixture was about like soft butter and it just continued to become harder. So it was literally 'as cheap as dirt', but a great way to look at the 6 sides of an object and work into it. My first one was the Madonna, so simpler to start. I found doing the picture of the child in a hand a great one to work with as I could check back with my own hand to keep on track. So practice, practice, practice. Starting with softer material might prepare you for harder materials later, but how you can learn by yourself if you need to.
