Scotland Pa? Then the answer is no, you must be at least 18 in Pa without parents permission. Other states have different rules. Call your local tatoo,piercing parlor, they can tell you state and local laws.

I'm not sure. I think the legal age for body piercing is 16 but you need parents permission.

I don't know about Scotland, but in the US, the age of consent is 18.

Only if it's done by a registered nipple and breast expert recognized by competent Scottish authorities.
But you should do both and not just one.
