They want something directly from the US. They just haven't said what yet.
They also want to avoid making any further agreements with their neighbors in the region that would hamper their aspirations toward dominance of the region.

I'm not sure. This was an issue a few years ago also which resulted in them resigning from the NPT. It has been rumored that they want direct talks with the USA because they want something. Meaning they have those test missiles on their launch pads to use as more leverage for some sort of negotiation for something they are wanting from the USA.
Now, as far as what exactly they are after or want, I have no idea.

North Korea is not dumb they realize the USA is the WORLD DICTATOR, so why not deal with personally and see the powerful USA back down the North Korea demands. It is a huge propaganda for North Korea government to show its people that the powerful USA is scared and is caving into there demands.
*** My thoughts are that North Korea does not have NUKES, it is a bluff and so far no one is calling them on it

It's nothing more then a diversionary, delay tactic. If we did grant two way talks, it would take a couple of weeks to arrange, then a couple of weeks of closed door arguments, then breaking off talks for a couple weeks to run presentations by their superiors.... Nothing accomplished, and 3-4 months more time for them to continue working on their missles and attomic weapons program, while looking good to the international comunity because their supposedly "working" on a solution.

Bilateral talks would mean that all concessions would come from the USA. We did that once with Slick Billy Clinton... It obviously didn't work....
