Can anyone explain all the crossovers between Law/Order & Oz?

Half of the L&O casts (all of them) were on Oz, and vice versa. Anyone know why?

Because they are very talented actors and the scheduling permitted them to do both shows. There are no real "crossovers" or "tie-ins" between the shows.

the MUNCHKINs are union workers so they get to work or they strike
